The Liaison Office (TLO)
The Liaison Office (TLO) was founded in 2003 as an Afghan non-governmental organization, emerging from a Swisspeace pilot project supported by the Heinrich Böll Stiftung. TLO was established to support improved governance, stability, and social cohesion through systematic and institutionalized engagement with communities, customary structures, and public institutions. Headquartered in Kabul, TLO operates through provincial offices in Paktya, Paktika, Khost, Herat, Farah, Ghazni, Samangan, Baghlan, and Daikundi, with additional regional nodes across Afghanistan.
TLO advances its objectives through integrated programs in environment and natural resources management and livelihoods; climate change and resilience; private sector development; research and analysis; education; and social cohesion. These areas of work are implemented through community-driven approaches that strengthen capacities, support sustainable development, and respond to Afghanistan’s evolving context.
